Houses in the first phase of Surrey Downs were built in 1952-1954. Homes were designed by the architectural firm Mithun & Nesland. The subdivision and its mid-century modern design is an example of 1950s residential architecture and many remain to this day.
Originally the area was cherry and hazelnut farms but cleared for one of the first sub-divisions in Bellevue. With the addition of Bellevue High School in 1960, the Hearthstone plats were added.
